Google Play Production Access Denied? Here's What To Do

You finished closed testing, clicked Request production access, and got denied — or the button never appeared. Production access denials are frustrating because Google often gives vague feedback. Here are the most common causes and how to fix them.

Reason 1: Not enough active testers

Twenty opt-ins on paper is not the same as twenty active users. If testers installed but never opened your app, or unsubscribed in the first week, Google may not count them. Re-run closed testing with fresh testers and verify installs manually.

Reason 2: Testing period too short

Applying before the minimum continuous testing window (often 14 days) is a frequent mistake. Check Play Console for eligibility dates and wait until the full period completes with testers still opted in.

Reason 3: Data safety or policy issues

Review your Data safety form, permissions, and content rating. Production access can be blocked while policy issues are open. Fix declarations, remove unnecessary permissions, and resolve any warnings in Policy status before reapplying.

Reason 4: Low-quality or suspicious tester signals

Bot installs, VPN farms, and purchased testers risk account penalties — not just denial. Use real people on real devices. If your first campaign used unreliable testers, start a new closed testing release with a trustworthy tester source.
